In relation to hare scrambles, does the language below mean to say there *must* be a sound check run at a hare scramble, with no prescribed sound level limit for said check other than it not being more strict than 96 dbA?








As per Article II, Section C of http://www.netra.org/rulebooks/hare_scramble_rules2007.pdf

C. Sound Test.  All motorcycles must have securely fitted muffler or silencer. The organizers must run a
sound test. No sound test will be stricter than the standard NETRA Test (see Enduro Article II, section D).



And subsequently, as per Article II, Section D of http://www.netra.org/rulebooks/adult_enduro_rules2007.pdf

D. Sound Test. All motorcycles must have securely fitted muffler or silencer. The motorcycle must be capable of meeting NETRA sound level requirements, and must pass the sound test held at each event. The NETRA sound test requires bikes meet the following standard: 96 dbA at 20” from the rear of the silencer at a 45° angle, and at 50% throttle, or engine RPM’s, (as listed by the MIC Motorcycle Sound Testing
Manual, which is 50% of the engine RPM’s that the motorcycle reaches at its maximum horsepower) or state requirements where the event is held, whichever is stricter. Sound test rules and procedures are available from the NETRA office. If a rider’s machine fails the test, he must surrender his score card to the sound test crew until he passes the test. Organizers may allow additional attempts to pass. If the sound test
is failed, the rider is disqualified from participation in the event. Any motorcycle which arrives at a checkpoint during the event with the muffler damaged or modified enough to be excessively noisy must be repaired or withdrawn from the event at that point. NETRA is using the SAE standard J1287.

I read it as no higher than the 96dba limit and for a hare scamble they can't make you have a lower limit than 96.
But you must be 96 or lower.

Maybe for some enduros they can put a limit of say 50 and make the riders meet that level. Doesn't read to me like that is the case for H/S.
