No, you will need to get one from PSTR.

I'm not able to find the forms that I'm understanding were mailed to me to obtain my transponder. I would appreciate if someone could point me in the right direction to get the necessary forms. I checked the PSTR site but could not find anything.

You can get a transponder at signup the day of the race OR if you want to beat the lines PM me w/ your email address and I'll scan one of ours and send it to you.
