In the old 2002 rule book / B.2 / Article II Meetings / Section 8. Organization. All meetings.........shall be conducted according to "Robert's Rules of Order, Revised". I haven't looked at them lately but you'll probably find some standard rules for organization elections. Maybe they're using "Rules for radicals"? After all that's what Obama is governing by!
